I may not have written that clearly enough. They're not "targeting" within 3 miles on twitter, they have a delivery area of about 3 miles. Their initial targeting seems to have been anyone self-identified in New Orleans.

Though it's not super accurate I like the location filter in &lt;a href="http://my.peoplebrowsr.com/" rel="nofollow"&gt;PeopleBrowsr&lt;/a&gt;. It's a great way to lurk in the conversations in your area. Then you can selectively follow any who seem to have a real connection. I mention a few tools useful for &lt;a href="http://www.searchinfluence.com/2009/08/twitter-for-local-business/" rel="nofollow"&gt;Twitter for Local Business&lt;/a&gt; in my recent presentation at the &lt;a href="http://www.localsearchsummit.com/" rel="nofollow"&gt;Local Search Summit&lt;/a&gt;.

		<description>What do they  use to so accurately target people with in a 3 mile radius? I used to list Vancouver as my location on Twitter but have changed it to the Fraser Valley as it's more accurate but both are large places. How would a business know if a customer was within 3 miles?</description>

		<description>That is actually amazing that business has grown that much in just a short radius around the business. This is a prime example that when targeting correctly your audience even in a very tight parameter you can quickly find new business without having to spend too much money.</description>
